ASHLAND — There were 20 people who received sentences in December for felony convictions in Ashland County.
There were five sentences given on Dec. 4:
- Dustin Sapp, 32, of Mansfield, was sentenced to serve up to 7.5 years in prison, served consecutively, for his conviction of possession of cocaine, possession of fentanyl-related compound, assault and two counts of aggravated possession of drugs. After completing the incarceration, Sapp will be placed on post-release control for a period of 18 months to three years. The initial charges were filed on May 9, 2023.
- Julie Swindall, 44, of Mansfield, was sentenced to serve 45 days in Ashland County Jail for her conviction of aggravated possession of drugs. She, however, received a jail credit for time already served for the charge. Instead, she will be on probation for three years, pay a $5,000 fine (plus court costs) and complete 100 hours of community work service. The initial charge was filed Sept. 8, 2022.
- Isaiah Keenan, 21, of Ashland, was sentenced to serve up to 4.5 years in prison and 180 days in Ashland County Jail, served concurrently, for his conviction of kidnapping and domestic violence. A charge of gross sexual imposition was dismissed. After completing the incarceraton, Keenan will be placed on post-release control for a period of two to five years. The initial charges were filed April 5, 2023.
- Billy Hamrick, 59, of Hixson, Tenn., was sentenced to serve six months in prison for his conviction of aggravated possession of drugs. After completing the incarceration, Hamrick will be placed on post-release control for up to two years. The initial charge was filed July 11, 2023.
- Brian Hicks, 49, of Sullivan, was sentenced to served 90 days at Ashland County Jail for his conviction of domestic violence. He received three days of jail credit, so he will serve 87 days. After the incarceration, he will be placed on probation for three years and continue to receive counseling through Appleseed Community Mental Health Center. He was also ordered to pay fines and fees. The initial charge was filed March 20, 2023.
There was one sentence given on Dec. 5:
- Fernando Evans, 20, of Cleveland, was sentenced to serve two years in prison for his conviction of complicity to breaking and entering and failure to comply with an order or signal of a police officer, though he received 92 days of jail credit. A charge of grand theft of a motor vehicle was dismissed. After completing the incarceration, he will be placed on post-release control for up to two years. The initial charges were filed Sept. 6, 2023.
There were four sentences given on Dec. 11:
- Justin Graham, 40, of Perrysville, was sentenced to serve one year in prison after violating the condition of post-release control for a crime he was convicted for on Jan. 18, 2022 (aggravated possession of drugs). Other charges, possession of heroin and possession of a fentanyl-related compound, were dismissed. The initial charges were filed Aug. 12, 2021.
- Justin Graham, 40, of Perrysville, was sentenced to serve one year in prison after violating the conditions of post-release control for a crime he was convicted for on Jan. 18, 2022 (possession of a fentanyl-related compound). Other charges, possession of cocaine and possession of drugs were dismissed. The initial charges were filed Sept. 10, 2021.
- Jerry. W. McNair, 67, of Cincinnati, was sentenced to serve 30 days in Ashland County Jail for his conviction of aggravated possession of drugs. He received 16 days of jail credit. After the incarceration, he will be placed on probation for one year. He was fined $150 and ordered to pay court costs for his conviction of possession marijuana. He’s also to pay fines and fees. The initial charges were filed Jan. 9, 2020.
- Troy Beck, 44, of Ashland, was sentenced to serve one year in prison, served concurrently, for his conviction of possession of fentanyl-related compound and possessing criminal tools. Beck received 109 days of jail credit. One charge of aggravated trafficking in drugs was dismissed. After the incarceration, Beck will be placed on post-release control for two years. The initial charges were filed Aug. 11, 2023.
There was one sentence given on Dec. 12:
- Lonie Scott, 70, of Ashland, was sentenced to serve 45 days in Ashland County Jail for her conviction of possession of cocaine. She received 25 days of jail credit. After the incarceration, she will be placed on probation for three years. She’s also ordered to complete substance abuse treatment and to pay fines and fees.
There were eight sentences given on Dec. 18:
- Candace Martin, 46, of Shreve, was sentenced to three years in prison, to be served concurrently for her convictions of attempted complicity of trafficking in a fentanyl-related compound and possession of a fentanyl-related compound. After the incarceration, she will be placed on post-release control for 18 months to three years. She was fined $7,500 and is ordered to pay court costs.
- Toya McDowell, 28, of Obetz, Ohio, was sentenced to 18 months in prison, to be served concurrently for her convictions of possession of cocaine and improperly handling a firearm in a vehicle. She received one day of jail credit. After the incarceration, she will be placed on post-release control for two years.
- Amber Briggs, 40, of Ashland, was sentenced to one year in prison, to be served concurrently for violating the conditions of post-release control for crimes she was convicted for on May 19, 2023 (possession of a fentanyl-related compound and possession of heroin). The initial charges were filed Oct. 13, 2022.
- Jacob Peak, 20, of Polk, was sentenced to 180 days in Ashland County Jail for his conviction of trespassing in habitation when a person is present or likely to be present. He received two days of jail credit. After incarceration, he will be placed on probation for five years and ordered to complete substance abuse treatment. He was also ordered to pay a $250 fee and restitution to the victims in the case. The initial charges were filed April 24, 2023.
- Mashell D. Young, 23, of Portland, Tenn., was sentenced to 180 days in Ashland County Jail for violating the terms of her community control supervision for crimes she was convicted for on May 5, 2022 (possession of cocaine and an OVI). Two other charges were dismissed. She received 25 days of jail credit. The jail term will be suspended if she completes an inpatient treatment program. The initial charges were filed Nov. 19, 2021.
- Chad Stefaniak, 42, of New London, was sentenced to six months in prison for his conviction of aggravated possession of drugs. He received 120 days of jail credit. After the incarceration, he will be placed on post-release control for up to two years. Initial charges were filed June 8, 2023.
- Maria Balducci, 40, of Ashland, was sentenced to three years of probation, 100 hours of community work service and a $150 fine for her conviction of possession of a fentanyl-related compound. The initial charge was filed Feb. 17, 2023.
