ASHLAND — Plans submitted for two major projects totaling $43.5 million that will lead to the Pump House District in downtown Ashland give a behind-the-scenes look into what it could look like once complete.

Ashland Urban LLC, the company behind a $22 million housing project, intends to move dirt starting next week. 

It remains to be seen when Pump House Hospitality LLC, the developer behind a $21.5 million hotel project, will begin construction.

Once done, there will be ten buildings totaling 192 apartment units, a clubhouse, a public park and a 93-room hotel. The area makes just shy of 12 acres in downtown Ashland.

Plans submitted with the city’s engineering department offer a more detailed glimpse into the projects. 

First up, the housing project.

Plans behind the apartments

The North side

The north side of the Pump House District project encompasses 5.5 acres between Orange and Union streets to the east and west, and Fourth Street and the railroad to the south and north. Credit: City of Ashland
  • On the north side, referred to “phase I” in documents, encompasses 5.57 acres.
  • This phase includes 204 parking spaces. There are 197 regular spots and seven handicap accessible spaces.

The South side

  • On the south side, referred to “phase II” in documents, encompasses 3.82 acres.
  • This phase includes 199 parking spaces. There are 192 regular spots and seven handicap accessible spaces.

Drawings submitted with the city include eight different floor plans. Each unit will not exceed two bedrooms and two bathrooms.

  • A: 1 bedroom, 1 bathroom. 719 sq. ft. (22 units)
  • A-H.C.: 1 bedroom, 1 bathroom. 719 sq. ft. (2 units) (handicap) 
  • D: 2 bedroom, 2 bathroom. 1,140 sq. ft.  (22 units)
  • D-H.C.: 2 bedroom, 2 bathroom. 1,140 sq. ft. (2 units) (handicap) 
  • TA-1: 1 bedroom, 1 bathroom. 639 sq. ft. (12 units)
  • TA-2: 1 bedroom, 1 bathroom. 551 sq. ft. (60 units) 
  • L2: 2 bedroom, 2 bathroom. 906 sq. ft. (60 units) 
  • PM: Studio, 1 bathroom. 419 sq. ft. (12 units)

Plans call for two, 6-bay garage buildings to be placed on the north side of Fourth Street.

The clubhouse

  • Includes a covered patio with seating and a gas fireplace, a community room with a hearth and mantel, a café, an office, a sales room, a fitness room, two bathrooms and an elevator.


The project also involves the development of a public park, which will be the responsibility of the developer, according to records.

Shane Kremser, the city’s engineer, said the developer has not submitted plans for the public park.

“It’s essentially going to be a green space for now, until plans are developed,” he said.

What about the hotel?

The Pump House District is a geographic area of downtown Ashland.

There are two main projects within that umbrella term. One of them features apartments, a clubhouse and a park. The other is the rehabilitation of the former Pumphouse office building.

Plans involve renovating the existing structure to make room for a $21.5 million, 68,000 square-foot hotel with 93 “suite-style” rooms, a marketplace, conference room and guest laundry area. 

It remains unclear when developers will begin construction there, which will involve demolition of parts of the existing building.

The hotel
