ASHLAND — Ashland County Prosecuting Attorney Chris Tunnell on Tuesday released seven felony indictments recently issued by an Ashland County grand jury.

A total of 24 indictments were issued in February, according to the release. Seventeen of those remain sealed because they have not been served yet.

Below is a list of the seven individuals who were subjects of the indictments released Monday by the county’s prosecutor. Those individuals have or will appear in Ashland County Common Pleas Court, the release said.

February indictments in Ashland County

  • Dustin Luikart, 40, of Ashland, was charged with aggravated possession of drugs. The Ashland Police Division filed the initial complaint on Feb. 4.
  • Ammad Mack, 26, of Mansfield, was charged with breaking and entering, and vandalism. The Ashland Police Division filed the initial complaint on Jan. 30.
  • Sharrisee Jones, 21, of Mansfield, was charged with two counts of complicity in the commission of an offense, and possessing criminal tools. The Ashland Police Division filed the initial complaint on Jan. 21.
  • Kevin Raphael, 24, of Cuyahoga Falls, was charged with four counts of swatting, four counts of making false alarms, six counts of telecommunications harassment, menacing by stalking and possessing criminal tools. The Ashland County Sheriff’s Office filed the initial complaint on Jan. 9.
  • Miriam Ruth Burns, 69, of New York, was charged with failure to comply with an order or signal of police. The Ohio State Highway Patrol filed the initial complaint on Jan. 27.
  • Cory Light, 40, of Ashland, was charged with felonious assault, tampering with evidence, possessing criminal tools and domestic violence. The Ashland Police Division filed the initial complaint on Jan. 29.
  • Brandon Richard Mosher, 37, of Ashland, was charged with five counts of pandering sexually-oriented matter involving a minor or impaired person, eight counts of pandering obscenity involving a minor or impaired person, 12 counts of illegal use of minor or impaired person in nudity-oriented material or performance, tampering with evidence, possessing criminal tools, three counts of identity fraud, theft in office, two counts of telecommunications harassment and nonconsensual dissemination of private sexual images. The Ashland County Sheriff’s Office filed the initial complaint on Aug. 22, 2025.

    The alleged offenses cover a lengthy time frame, according to the indictment. Alleged offenses date back as far as May 25, 2013 and as recent as Aug. 21, 2025.
