CONGRESS TOWNSHIP — A 19-year-old West Salem man was pronounced dead at the scene of a fatal Wayne County crash involving two vehicles Thursday morning.
The accident occurred when Dylan Midkiff, driving a Kubota side-by-side utility vehicle, turned onto Ruff Road from a private drive about a half mile east of Ohio 539, according to the Wooster Post of the Ohio State Highway Patrol.
Samuel H. Regner, 29, of Ashland, was a passenger in the Kubota with Midkiff. Regner sustained serious injuries, according to the OSHP release. Neither Midkiff or Regner were wearing seat belts, troopers said.
The patrol didn’t say if Regner was taken to a hospital.

The pickup truck — reported as a 2004 Chevrolet 2500 — was driven by Bradley Evans, 41, of Ashland, who was wearing a seatbelt and was not injured, according to the patrol.
“The preliminary investigation indicates a tan 2004 Chevrolet 2500 pickup truck was traveling eastbound on Ruff Road, when an orange Kubota RTV-X900 failed to yield while turning left from a private driveway onto Ruff Road,” the release said.
West Salem Fire and EMS, Town & Country Fire and EMS and the Wayne County sheriff’s and coroner’s offices assisted at the scene.
The crash remains under investigation.
